Present at the meeting were Han Tong Song, director of the organization department of the Central Standing Committee of the General Association of Korean Residents in Japan (Chongryon), Kim Hyon Il, chairman of the Central Standing Committee of the Union of Korean Students in Japan, and other deputies.

Kim Hyon Il in his report referred to the achievements of the union in the work for implementing the patriotic tasks of Chongryon and for branch-expanding, science research and talent-training, etc. after the 38th meeting.

He stressed the need to strengthen the ideological education among Korean students in Japan so that they may keep pace with the socialist homeland and to make a decisive breach in the drive for developing the movement of the union on a higher stage this year greeting the 70th birthday of the DPRK and the 24th Congress of Chongryon.

He said that all the branches of the union should be cemented as reliable citadel stones of patriotism and its organizations should be expanded and a radical progress made in the work for training talents to realize the "2018 plan of the Union of Korean Students in Japan".

Speeches were made before the results of the "2017 movement for creating new history of the Union of Korean Students in Japan" were announced. Citations were awarded to the best headquarters and branch of the union.

Kim Hyon Il was reelected chairman of the Central Standing Committee of the Union of Korean Students in Japan.
