The director of the army human rights center told reporters in Seoul on March 8 that Chongwadae and the Defence Ministry pushed forward the preparations in secrecy to hurl the troops depending on the dismissal of the impeachment of Park at the "constitutional court", adding that it was part of preparations to quell by force the candlelight demonstrators by declaring the "garrison order" till Park returned to office.

The "garrison order" is similar in nature to the "martial law" but it can be invoked by the "president" without consent from the "National Assembly", he said.
