Atul Kumar Anjan, secretary of the National Council of the Communist Party of India who doubles as chairman of the All India Indo-Korean Friendship Association, was elected chairman of the preparatory committee.

The committee set the celebration period from March 5 to April 15 and decided to organize political and cultural events to praise the exploits performed by President Kim Il Sung for the Korean revolution and global independence in this period.
