Dolgachev, first secretary of the Maritime Territorial Regional Committee of the Communist Party of the Russian Federation and chairman of the Association for the Study of Kimilsungism-Kimjongilism in the Far East Region, was elected chairman of the preparatory committee.

The preparatory committee decided to organize colorful political and cultural events such as seminar and film show in praise of the exploits of Kim Il Sung.
