A ground-breaking ceremony for its construction took place Thursday.

Present there were O Su Yong, vice-chairman of the Central Committee of the Workers' Party of Korea, Kim Kyong Jun, minister of Land and Environment Protection, officials concerned, builders and working people in Pyongyang.

Vice-Premier Tong Jong Ho addressed the ceremony to be followed by speeches.
