It referred to the fact that the ministry had abused trials for illegal dealings with Chongwadae during the conservative regime.

It charged that the ministry dealt with major cases related to "state affairs" such as the Intelligence Service's intervention in elections and the case of the Teachers Union in accordance with Chongwadae's opinions.

It stressed that the reform is necessary for the Ministry of Justice to retake impartiality and independence.
