At dawn of July 18, Japanese rogues shattered into pieces windows of Korean kindergarten in Tsurumi under the Kanagawa Prefectural Headquarters of the General Association of Korea Residents in Japan (Chongryon).

Our Republic declares this outrage as essentially the same terrorist act with the February pistol shooting rampage against Chongryon Central Hall because it was committed against the backdrop of the Japanese government's deliberate anti-DPRK and anti-Chongryon actions such as discrimination against Koreans in Japan and suppression of them.

On Feb. 23, rogues in collusion with Japan's ultra-right reactionary organization fired several bullets into the Chongryon Central Hall to threaten the personal safety of Chongryon officials and other Koreans in Japan and damage the building.

What can not be overlooked is that the Japanese reactionaries, much upset by the signs of detente on the Korean peninsula, set it as a major target to prevent the rising generations of Koreans in Japan, who will carry forward the movement of the Koreans in Japan, from receiving the national education, in an attempt to destroy Chongryon, an overseas citizens' organization of the DPRK.

The Japanese reactionaries are hatching sinister plots by taking all forms of unjust measures of discrimination against Koreans in Japan such as putting financial pressure on the Korean schools and excluding only the Korean high schools from the list of tuition-free program for senior high schools.

They have created a gruesome climate through illegal searches of Korean schools, horrible insults and violence against Korean students on their way to school and arrest and sanctions against Chongryon educational workers and supporting bodies.

In June last, the Japanese customs authorities rummaged the luggage of Kobe Korean High School students on the way back to Japan after their visit to the homeland and confiscated souvenirs they were presented with by their families and relatives in the homeland and the sporting uniform emblazoned with the letters "Korea" and the national flag of the DPRK and even daily necessities.

The Japanese reactionaries have usually put harsh suppression of foreign residents in Japan. Not content with it, they set even young pupils and kindergarteners, who should be protected by society, as the targets of terrorism and committed such horrible crimes.

The world realizes once again the moral vulgarity of Japan which claimed to be a "law-governed country".

It is highly unreasonable for Japan to pull up our dignified socialist system centered on the popular masses over the "human rights issue".

Such desperate anti-DPRK and anti-Chongryon moves will only show the whole world more clearly the ugly true colors of Japan, the world's biggest graveyard of human rights and cesspool of terrorism and national discrimination.

Enraged at the news of Japan samurais' rude action, the army and people of the DPRK are now burning their hearts with revenge on island barbarians, the sworn enemy of the Korean nation.

We will never remain a passive onlooker to Japan's escalated anti-DPRK and anti-Chongryon moves.

We will closely watch the follow-up measures of the Japanese authorities such as probe into the truth behind the case, punishment of criminals and steps to prevent the reoccurrence of incidents.
