After usurping the diplomatic right of the Korean feudal government by cooking up the aggressive "Ulsa Five-point Treaty" in November 1905, the Japanese imperialists set up the mechanism for their colonial domination over Korea through the enforcement of the "resident-general" rule and stationed their huge aggression forces in it to deprive Korea of its right to home administration.

And they rigged up the vicious pro-Japanese traitorous Cabinet to sharply cut the emperor's power in May 1907, while hatching all sorts of plots to dethrone Emperor Kojong who had remained unchanged in his anti-Japanese sentiment.

At such a time, Emperor Kojong accredited three emissaries to the Second International Peace Conference held in Hague to expose the illegality and invalidity of the "Ulsa Five-point Treaty" and the injustice of the Japanese imperialists' colonial rule over Korea.

Availing themselves of the emissary incident, the Japanese imperialists immediately held a Cabinet meeting to decide the "policy toward Korea" aimed to dethrone Kojong and seize Korea's right to home administration.

And they coerced pro-Japanese stooges into making out a draft for the "Jongmi Seven-point Treaty" on the night of July 23 and submitting it to the pro-Japanese Cabinet for its approval on July 24.

The "treaty" consisting of seven provisions pointed out that the important administrative measures like enactment should be previously approved by the "resident-general" of Japan and so on.

As seen above, the "Jongmi Seven-point Treaty" is, indeed, an illegal and invalid one concocted by the Japanese imperialists in a gangster-like way.

All facts clearly show how persistently and impudently the Japanese imperialists had tried to reduce Korea into their colony.

The Korean people will never forget the history of Japan's aggression upon Korea and will force it to pay for its past crimes without fail.
