New Mode of Thinking, Viewpoint Is Needed in Dealing with Inter-Korean Relations: Rodong Sinmun
Pyongyang, July 31 (KCNA) -- Now multi-faceted undertakings are underway between the north and the south of Korea but they are not substantial, says Rodong Sinmun in a commentary Tuesday.

There are rumors that the undertakings take place here and there but there are no substantial move, says the commentary, and goes on:

The whole nation wishes for a comprehensive and great change in inter-Korean relations, not a partial change, and permanent reconciliation and peace, not a temporary escape from the phase of confrontation and danger of war.

The south Korean authorities' approach to the north-south relations is the "promotion of improvement of relations depending on progress of denuclearization".

They are in a regretful and pitiful position of reading other's face under the pretext of May 24 anti-north sanctions and UN sanctions and considering the feelings of that side.

They intend to do "money-free things" such as "joint check", "joint inspection" and "joint research" and idle away, insisting on the first and second meetings.

When our side told the south side that deeds are more necessary than words, the latter said that "conditions have not yet been provided".

The south side's oft-repeated "conditions" mean the lifting of the U.S. and UN sanctions against the DPRK in the wake of someone's denuclearization, which reminds one of a Korean saying "wishes never can fill a sack."

The anti-north sanctions are an unreasonable step taken by the U.S. and other hostile forces for the mere reason that the DPRK conducted self-defensive nuclear tests and ballistic rocket fires to defend peace and security from the aggression and war threat by outsiders.

Now that the DPRK made such bold decision as dismantling the northern nuclear test ground in the wake of the stop to nuclear test and ballistic rocket fire as part of denuclearization of the Korean peninsula, the corresponding measure should have been taken.

If the south Korean authorities are concerned about the aspirations of all the fellow countrymen and other people for peace, prosperity and reunification of the Korean peninsula even a bit, they should take sincere attitude and correct stance toward the implementation of the Panmunjom Declaration.

Something to believe in on the earth is one's own effort and someone to depend on and take hands with is the nation of the same blood and the fellow countrymen.

Two rounds of north-south summit meetings and talks took place in a matter of 29 days without someone's approval and procedure.

The Panmunjom Declaration made public before the whole nation and the world is based on the firm will to solve by the concerted efforts of the Korean nation all problems arising in inter-Korean relations regardless of change of situation and surrounding climate.

What matters is that the south Korean authorities' oft-repeated "provision of conditions" is not a wordplay but leads to a reckless act of keeping anti-north sanctions.

The south Korean authorities deter and put pressure on the organizations and their members desirous of inter-Korean cooperation and exchange under all sorts of pretexts.

The south Korean Ministry of Unification demands that the visitors to the north board foreign airplanes, not Air Koryo, and keeps them from buying even a cup of water. Its mean act is not different from that of the past conservative regime seeking confrontation with the fellow countrymen.

The south Korean authorities talk about "adjustment of speed" of inter-Korean relations to curry favor with outsiders that are claiming that all-round sanctions and pressure make it possible to attain the goal of denuclearization of north Korea, the international community should pool efforts for sanctions and pressure and the lifting of sanctions and pressure slows denuclearization.

Rumors set afloat in south Korea that when the United States across the ocean gets angry, Chongwadae trembles for fear.

When the south Korean authorities handle the delicate issue of inter-Korean relations without any consideration and calculation, the ensuing consequences will be irretrievable.

If they attach greater importance to the outsiders than the nation, they had better stop trumpeting about improvement of relations and do as they like putting efforts for "boosting alliance".

Now is the time for them to flee from the old order and doggedness and approach the inter-Korean relations with new mode of thinking and viewpoint.

We hope that the south Korean authorities will come to their senses, though belatedly, and roll up their sleeves to improve inter- Korean relations.
