Ibrahim Mantu, member of the Credit Committee of the People's Democratic Party of Nigeria and chairman of the Nigeria-Korea Friendship Association, was elected chairman of the preparatory committee.

The committee set a celebration period from August 6 to September 9 and decided to widely introduce the exploits of President Kim Il Sung and leader Kim Jong Il performed for the foundation and development of the DPRK, the might of Juche Korea which has proudly gained the status of a strategic state under the guidance of the respected Supreme Leader Kim Jong Un and the heroic struggle of the Korean people who turned out in a drive for implementing the fresh strategic line of the Workers' Party of Korea and to hold colorful political and cultural events such as a celebration meeting and film show in the period.
