Juha Kieksi, international secretary of the Finnish Communists' League, and Pekka Kotkasaari, chairman of the Finland-Korea Society, were elected co-chairmen of the preparatory committee.

The preparatory committee decided to hold diverse political and cultural events including a meeting, book and photo exhibition and film show to mark the 70th birthday of the DPRK.
