The preparatory committee chaired by Mozgovoy, first secretary of the Central Committee of the Communist Party of the Soviet Union and chairman of the International Social Federation "For the Union and Union's Communist Party", consists of personages of political parties and organizations including the Communist Party of Kyrgyzstan, the Communist Workers Party of Russia, the Communist Workers' Party of Belarus, the Communist Party of Azerbaijan and the Russian Association for Friendship and Cultural Cooperation with the DPRK.

The preparatory committee decided to hold diverse political and cultural events to mark the 70th birthday of the DPRK.
