It is also a declaration on national independence, through which the north and the south committed themselves to determining the destiny of the Korean nation by pooling their intention and efforts, and a reunification program in our era which clearly shows the road to reunification by developing the north-south relations onto a higher stage on the basis of the successful implementation of the Panmunjom declaration, the article says, and goes on:

Epochal development of the north-south ties, lasting peace of the Korean peninsula, and common prosperity and independent reunification of the nation depend on the sincere implementation of the historic April 27 declaration and the "September Pyongyang Joint Declaration".

Out of its noble sense of duty for the times and the nation, the DPRK is making every possible effort to bring earlier the better fruition to all the fellow countrymen who desire the national reunification.

The great national unity should be achieved under the banner of independent reunification and the April 27 declaration and the "September Pyongyang Joint Declaration" thoroughly implemented to make the new process of peace, reconciliation and cooperation lead to reunification.

All Koreans in the north and the south and abroad are inseparable in implementing the above-said declarations which will open an avenue to the independent reunification, peace and prosperity. Whoever desires to contribute to the improvement of the north-south relations and to the peace and reunification of the country should value the agreements common to the nation and turn out in the campaign to implement them - the trend of the national history.
