Present at the signing ceremony from the DPRK side were Pak Kyong Il, vice-chairman of the Korean Committee for Cultural Relations with Foreign Countries, and officials concerned and from the Russian side were members of a delegation of the Russian Foundation for Basic Research led by President Vladislav Panchenko.
