Present at the signing ceremony were from the DPRK side the delegation of the WPK led by Ryu Myong Son, vice department director of the C.C., WPK, and Kim Hyong Jun, DPRK ambassador to Russia, and from the Russian side Andrei Turchak, secretary of the General Council of the United Russia Party, and other party officials.
