Attending the wreath-laying ceremony were major members of the ITF including President Ri Yong Son, Taekwon-Doists and those related with martial arts from various countries, overseas Korean Taekwon-Doists, Kim Kyong Ho, chairman of the Korean Taekwon-Do Committee (KTC), officials concerned and bereaved families of Choe.

Placed before the grave were wreaths in names of the ITF. KTC, the International Martial Arts Games Committee, the Committee for Aiding Overseas Compatriots of Korea and the Overseas Koreans' Affairs Administration and bouquets.

The participants paid a silent tribute to the memory of Choe Hong Hui.
