Dolgachev, first secretary of the Maritime Territorial Regional Committee of the Communist Party of the Russian Federation and chairman of the Association for the Study of Kimilsungism-Kimjongilism in the Far East Region, was elected chairman of the remembrance committee.

The committee set a remembrance period from November 20 to December 18 and decided to organize political and cultural events praising the career and exploits of Kim Jong Il.
