In order to establish a permanent and durable peace mechanism on the peninsula, all military acts of irritating the opposite party should be halted.

And the north and the south at the Pyongyang inter-Korean summit talks committed themselves to leading the termination of the military hostility in the area of confrontation including the demilitarized zone to substantial removal of the danger of war on the whole Korean peninsula, and specified it as a priority in the "September Pyongyang Joint Declaration."

This served as a formal recognition by the dialogue partners that the issue of stopping all military acts is of great significance in preserving peace and security of the Korean peninsula, the region and the world.

Once a physical threat is created on the Korean peninsula where negotiations are underway, the hard-won atmosphere of dialogue will be broken and everything brought back to its original state.

The north and the south, which are responsible for preserving peace of the peninsula, are obliged to establish a permanent and durable peace mechanism of the peninsula at any cost by halting the joint military drills with outsiders, the cause of military tensions and conflict.
