The editorial says that it is officials who decide everything, and goes on:

A revolutionary turn in implementing the Party's policy, pushing forward economic construction and improving the people's standard of living depends on the organizing ability and revolutionary sweep of officials who design the work and lead the popular masses.

It is possible to reach any goal once the skillful organizing and mobilizing ability of officials are added to the tremendous production potentials made in the historic struggle and revolutionary great enthusiasm of the party members and other working people who turned out in the campaign for defending the Party's policy.

This year is of decisive significance in attaining the goals of the five-year strategy for national economic development.

The attainment of the goals of the strategy for national economic development is the manifestation of our national power and economic potentiality and a sledge-hammer blow at the hostile forces.

Now is the high time that our officials in their posts in socialist construction successfully played their role as the locomotive and accelerator with unusual ideological readiness and revolutionary zeal and thus repaid the great trust and expectation of the Party.

The editorial calls upon all officials to redouble their efforts as the leading members of the revolution and thus successfully perform their revolutionary duties.
