Dolgachev, first secretary of the Maritime Territorial Regional Committee of the Communist Party of the Russian Federation and chairman of the Association for the Study of Kimilsungism-Kimjongilism in the Far East Region, was elected chairman of the preparatory committee.

The preparatory committee decided to organize political and cultural events including a seminar on exploits of Kim Jong Il, film show on the occasion of the Day of the Shining Star.
