The contest is to be held on a knock-out basis being divided into four groups. The participants will compete in basketball, volleyball, badminton, Taekwon-do, tug of war, sporting and amusement games and other events at Kim Il Sung Stadium, the Pyongyang Indoor Stadium, the Basketball Gymnasium in Chongchun Street, the Taekwon-Do Hall, etc.

Present at the opening ceremony were Choe Hwi, vice-chairman of the Central Committee of the Workers' Party of Korea; Jon Kwang Ho, vice-premier of the Cabinet; Ju Yong Gil, chairman of the Central Committee of the General Federation of Trade Unions of Korea; Kim Il Guk, minister of Physical Culture and Sports; officials concerned and officials and players of ministries and national institutions.
