The preparatory committee chaired by Mojgovoy, first secretary of the Central Committee of the Communist Party of the Soviet Union and chairman of the International Social Federation "For the Union and Union's Communist Party", includes personages of the political parties and organizations such as the Communist Party of Kyrgyzstan, Communist Workers Party of Russia, Communist Workers' Party of Belarus, Communist Party of Azerbaijan and the Russian Association for Friendship and Cultural Cooperation with the DPRK.

The preparatory committee decided to organize political and cultural events such as a seminar on the occasion of the Day of the Shining Star.
