Manfred Schneider, chief of the German Group for the Study of Korean Culture, was elected as chairman of the preparatory committee.

The committee decided to hold political and cultural events including a seminar and film show to praise the exploits of Kim Jong Il on the occasion of the Day of the Shining Star.
