Present at the ceremony were Jon Kwang Ho, vice-premier of the Cabinet, Ri Il Hwan, department director of the Central Committee of the Workers' Party of Korea, Ki Kwang Ho, minister of Finance and chairman of the Figure Skating Association, officials concerned and working people in Pyongyang.

Also present there were diplomatic envoys of different countries and representatives of international bodies here, military attaches and staff members of foreign embassies here and other foreign guests and overseas Koreans and the chief of the Pyongyang Mission of the Anti-Imperialist National Democratic Front.

Figure skaters from the DPRK, China, Russia, Bulgaria, Belarus and Slovakia entered the venue of the ceremony.

Kim Jong Su, first vice-minister of Physical Culture and Sports, made an opening address.

There was a demonstration performance "Spring of February Is Forever" by the participants in the International Figure Skating Festival.

DPRK figure skaters displayed graceful and strongly appealing rhythmic movements reflecting the honor of the nation blessed with the illustrious leaders in such numbers as "February Is Spring" and "The Sound of a Horse's Hooves in Mt Paektu".

Foreign figure skaters who proved successful in international and national games showed well their figure skating technique in such numbers as ice dance "Tango", women's individual "Let Me Be Known" and "Hug".
