Present at the ceremony were Jon Kwang Ho, vice-premier of the Cabinet, Ri Il Hwan, department director of the Central Committee of the Workers' Party of Korea, Ki Kwang Ho, minister of Finance and chairman of the Figure Skating Association, officials concerned, and working people in Pyongyang City.

Festival cups were awarded to players of the DPRK, China, Russia, Belarus and Slovakia who displayed refined representation and high techniques.

A demonstration of figure skaters of the DPRK and other countries followed a closing address.
