The art festival brought together more than 1,500 artistes and working people of over 40 organizations selected in the capital and local areas. It is divided into categories of art troupes, art squads, itinerant art squads and art groups and includes a magic festival.

There were given a performance by the women's brass band of the Ministry of Railways and drum dance and janggu skill show by members of the women's union, youth and students and kindergarteners outside the venue of the opening ceremony.

Attending the ceremony were Vice-Premier Jon Kwang Ho, Ri Yong Sik, first vice department director of the Central Committee of the Workers' Party of Korea, officials concerned and participants in the festival.

Minister of Culture Pak Chun Nam, chairman of the festival organizing committee, in his opening address expressed belief that the festival would be conducive to inspiring the Korean people with revolutionary and patriotic enthusiasm and adding festive mood to celebrating the Day of the Sun, and declared the festival open.

Then, the dance suite "Ours is the greatest strength" was given by artistes of the National Folk Art Troupe.
