Invited to it were Sin Hong Chol, vice-minister of Foreign Minister, Pak Kyong Il, vice-chairman of the Korean Committee for Cultural Relations with Foreign Countries who is chairman of the DPRK-Vietnam Friendship Association, Jo Song Dok, vice-general director of the General Bureau for Affairs with Diplomatic Corps, and officials concerned.

Present there were Le Ba Binh, Vietnamese ambassador to the DPRK, and staff members of his embassy.
