Noting that the Supreme Leader's visit to the Russian Federation was a great event which provided an occasion of epochal turn in further developing the traditional friendly and cooperative relations between the two countries, which have lasted generation after generation despite the tempest of history, as required by the new era and the new situation, the letter went on:

The Central Standing Committee of the General Association of Korean Residents in Japan extends the highest glory and the sincerest congratulations to Kim Jong Un who returned home in safety after performing the undying exploits during his external activities to preserve peace and security of the Korean peninsula and the region and for the sake of the independent life, happiness and future of the people at the homeland and the Koreans in Japan.

We renewed our firm conviction that our country will advance successfully under any difficult situation as it is led by the Supreme Leader.

The Supreme Leader represents the strength of Juche Korea and the symbol of all victories.

Noting that the dignity, glory, eternal prosperity and rosy future of the country and the victory of the patriotic cause of Chongryon can be ensured when everyone firmly trusts and follows Kim Jong Un only, the letter stressed:

We will prepare the officials of Chongryon and Koreans in Japan to be the genuine overseas revolutionaries strong in faith sharing their destiny with the respected Supreme Leader to the last and bring about an overall prosperity of the movement of Koreans in Japan at any cost in any storm and stress.
