Present there were Jo Yong Won, first vice department director of the Central Committee of the WPK, Kang Pong Hun, chairman of the Jagang Provincial Committee of the WPK, Ri Hyong Gun, chairman of the Jagang Provincial People's Committee, and Party and administrative officials in the province and city and officials of the relevant fields including the Jagang Provincial Designing Institute.

The Supreme Leader of the Party, the State and the armed forces, looking at the master plans for Kanggye and Manpho cities and a model board showing a panoramic view, was briefed on the layout plan of the cities before putting forth the tasks and ways for successfully rebuilding the cities as required by the era.

He pointed out city construction was haphazardly done just to fill vacant lots without any careful calculation and that most of buildings are laid out in disorderly manner only to make the cities look like architecture history museums. He said that the blocks should be separately arranged, namely a district of ideological education, industrial district, cultural district, etc. and corresponding maps showing the bird's eye view of the blocks should be worked out and the construction should be carried out on an annual basis.

It is very important to preserve characters peculiar to its own region in city layout, he said, adding that the designs for laying out structures should be scientifically done so that regional characters can be preserved and structures should be peculiarly built in various forms to renew the appearance of the cities by learning from the experience set by Samjiyon County which is being built as a model cultured city in the mountainous area.

Pointing to the poor afforestation of Kanggye City, the Supreme Leader said tree-planting is the important work for providing the people with cultured living condition and circumstances. He stressed the need to plant various species of trees and create more green tracts of land to match the mountainous area.

What is most important in city construction is to thoroughly embody the principle of ensuring convenience for the people, he said, calling for adjusting minor power stations run by the province and cities to increase power production, and for actively combining heating by electricity with geothermal heating and natural energy to solve heating for buildings and for remarkably raising the water production capacity of reservoirs to ensure the high level of daily water supply for each citizen.

Good sewage control is a vital issue for preventing the pollution of ecological environment when building cities, he said, stressing the need to ensure scientific infrastructure project, regular operation of sewage purification facilities and thorough-going purification and treatment of industrial waste water and sewage from residential areas.

It is important to rapidly develop finishing materials in order to push forward the construction, the Supreme Leader said, calling for setting up well building materials production bases in the province including cement factory, roofing tile factory and tile factory and vitalizing production so as to ensure self production and provision of finishing building materials needed for the construction by the provinces.

In order to effect a drastic turn in the construction of local cities, it is important to strengthen the designing force in the province, he pointed out, underlining the need to study well the machinery of provincial designing institutions, build them in an integrated way, fully provide good working and living conditions and push forward the work for training talented designers through cooperation between Pyongyang and provinces.

He stressed the need for provincial, city and county party committees to effect the campaign of bringing about fundamental face-lifting of local cities through competitive work of building the provincial, city and county seats to suit to the specific features and to emphasize the looks of their own local areas to keep abreast of the present stirring reality where world-level monumental edifices value mushroom across the country.
