Dolgachev, first secretary of the Maritime Territorial Regional Committee of the Communist Party of the Russian Federation, was elected chairman of the remembrance committee.

The committee decided to give wide publicity to the revolutionary career and exploits of the President through media and to organize political and cultural events including a seminar on the occasion of the 25th anniversary of his demise.
