Present at the signing ceremony from the DPRK side were So Ho Won, vice-chairman of the DPRK Committee for Cultural Relations with Foreign Countries and vice-chairman of the Korean Committee for Solidarity with Cuba, and officials concerned and from the Cuban side were Fernando Gonzalez Llort, president of the Cuban Institute of Friendship with the Peoples, and his companion and Boris Perez Abin, councilor at the Cuban embassy here.

So Ho Won and Fernando Gonzalez Llort inked the agreement.
