Present there were Koreans in Japan including pupils and teachers of the Hokkaido Korean primary, middle and high schools and members of the Korean Youth League in Japan and Japanese personages of the society which supports the Korean schools in Hokkaido.

The action took place as part of the one million-signature campaign now going on in different parts of Japan for applying the "program for free education and upbringing of children" to kindergartens of Korean schools.

The participants expressed their will to wage an unyielding struggle for the right to national education against the unreasonable suppression, charging it is a blatant discrimination that the Japanese government excluded kindergartens of Korean schools from the program under the pretext that they belong to Korean schools.
