A great effort should be exerted to tree planting during the spring campaign of land management.

Provinces, cities and counties should work out detailed plans for every unit including institution, enterprise and co-operative organization and push ahead with spring tree planting along with meticulous organizational and political work and technical guidance.

It is important to accelerate the completion of provincial tree nurseries and forest science institutes and sapling greenhouses of city-and county-level mother tree nurseries now under construction.

Leading officials in relevant regions should be aware of the importance of the building, repair and management of roads and take immediate measures for removing dangerous defects and poor conditions from roads and structures in their regions.

The Ministry of Land and Environment Protection, the Ministry of Agriculture, the Ministry of Urban Management and provinces, cities and counties should take such proper measures for prevention of flood damage as the one for improving rivers in a qualitative way on the basis of design, after working out far-reaching plan for river embankment and dredging of rivers.

All the sectors and units should push ahead with the protection of ecological environment of the country in a responsible manner.

All-out drive should be conducted for the preservation of national heritage like historical sites, scenic spots and natural monuments throughout the country.

It is necessary to work out feasible plans for the building and repair of fish farms and the protection and multiplication of marine resources and work hard to materialize them during the campaign.
