Such plunder policy was carried into practice by the Oriental Development Company, which was formed in December 1908 when the Japanese imperialists hastened the "annexation of Korea by Japan". The company was backed by big figures in politics of Japan and its head was the lieutenant general in active service.

The Japanese imperialists stationed the headquarters of the company in Seoul and established its branches in various parts of Korea.

The company had taken at least 210000 hectares of lands away from Koreans before Japan's defeat, under such pretexts as "state land" and by all sorts of means. And it rented them out to Korean peasants and then took most of agricultural products from them to Japan.

Indeed, such action is an unprecedented, heinous crime.
