Present there were personages and members of the Japan-Korea Society for Scientific and Educational Interchange and the Japan Teachers Union, officials of the Union of Korean Teachers in Japan and teachers of Korean schools and Koreans in Japan.

The seminar began with the keynote report which was followed by speeches.

Speakers mentioned a series of important problems such as ensuring the rights to learning at Korean schools and support for them.

An appeal was adopted at the seminar.

The appeal called for carrying out further activities of defending the rights of Koreans in Japan to national education in various parts of Japan including the one million-signature campaign for applying the tuition-free program for senior high schools to Korean schools and the "program for free education and upbringing of children" to kindergartens of Korean schools.

The general assembly of the national liaison council supporting Korean schools was also held.
