Officials should become passionate thinkers and active doers in order to bring about a radical turn in the work of their units as intended by the Party, says the editorial, and goes on:

Intense speculation and practice are prerequisites for officials in designing, operating and pushing ahead with the work of their units.

Realistic and scientific strategy for opening a broad avenue for achieving prosperity by dint of self-reliance on the basis of resources available in one's locality and one's own thing and substantial leap forward in production and construction are unthinkable without tireless thinking and good executive ability.

A real official desired by the times is the one who drafts a good plan for obtaining optimum results to guarantee the quality of products and projects for all eternity and save funds, materials and manpower and vigorously carries on all undertakings while continuously creating new things with bold practice from the new and innovative viewpoint.

Now is, indeed, the time when officials should take the lead in the work for developing their units while always studying everything with so much effort and trying to find a solution to it.

All the officials should do passionate thinking and make painstaking efforts to implement the Party's policies and thus turn their units into those that prosper on self-reliance and make a leap forward.
