The letter said that April 15, Juche 1 (1912), the birthday of President Kim Il Sung, was the day of great fortune when the Korean nation greeted the great sun of the people for the first time in its 5 000 year-old history, and the significant and historical day that marked a new epoch in accomplishing the human cause of independence. The letter went on:

Generalissimo Kim Il Sung is an outstanding thinker-theoretician and a great man of action who brightly showed the road ahead of the times and revolution and put the modern history on an orbit of independence with his undying Juche idea. He is also the savior of national resurrection and the father of socialist Korea who defeated two imperialisms in one generation to save the country and the nation, and laid the eternal foundation for achieving prosperity by dint of self-reliance on this land.

The patriotic cause of Chongryon whose origin was opened by Generalissimo Kim Il Sung and which was led by Generalissimo Kim Jong Il as the model of the world overseas compatriots' movement has now entered the new phase of its development under the leadership of the respected Supreme Leader Marshal Kim Jong Un, and the history of warm feelings and kinship relations which the great Generalissimos forged with the overseas Koreans still goes on.

All the officials of Chongryon and Koreans in Japan are full of pledge to uphold the idea and feats of Juche-oriented overseas compatriots movement of the Generalissimos as the treasured sword of sure victory, thoroughly apply the basic idea and spirit of the 5th Plenary Meeting of the 7th Central Committee of the Workers' Party of Korea to the patriotic cause of Chongryon true to the idea and intention of Marshal Kim Jong Un, and thus register progress in the drive for bringing earlier the heyday of the movement of Koreans in Japan.

The letter stressed that they would make tangible contributions to defending the motherland and to the building of a powerful socialist country and actively wage the movement for national reunification and the external activities with the Japanese people to suit to the changing situation.
