Walking along the dyke at the tideland, he gave a pep-talk to builders and stressed the importance of measures for pushing ahead with the building of networks of facilities, applying advanced construction methods and new technologies and lowering the cost of the construction to the minimum.

At the Kwisong Salk Works, he called for taking measures to actively harness natural energies and scrupulously doing such works for strengthening the internal motive force as training more talents.
