Its mission is to contribute to the sustained development of the national economy and the protection of ecological environment by strictly establishing system and order in the recycling work of the country.

The law is comprised of four chapters (Basic of Law, Recycling Plan, Management of Wastes and Domestic Garbage, and Guidance and Control over Recycling Work) and 46 articles.
