The organizations in their joint statement said that the organizations of the human scum "defectors from the north" were planning to scatter leaflets again in Kanghwa County of Inchon City and other places, adding that this is an act of threatening the life of all the people in south Korea as well as inhabitants in Kanghwa Island.

The statement said:

Owing to the hostile acts like the successive scattering of anti-DPRK leaflets by the organizations of "defectors from the north", the south-north relations is driven into the worst crisis, quite contrary to the expectation of the inhabitants in Inchon area who wish peace along with the implementation of the Panmunjom Declaration.

The "government" and the Inchon City authorities should prevent in advance the reckless move of the organizations of "defectors from the north".
