Samsu, a mountainous county in the northern part of the country, tells a story about the Chairman's warm love for the people, along with his aphorism "The foundation of socialism is the people".

One day in March Juche 95 (2006) when visiting a power station under construction in the county, the Chairman learned about the fact that the number of households to be evacuated from the vicinity of its dam are 4,900 in all.

Saying that he came there to inquire about the issue of building houses for the evacuees, he told officials that what should be settled before the power station construction is to provide the living conditions for the inhabitants to be evacuated from the to-be-flooded area. And he stressed the need to simultaneously push forward the construction of dwelling houses and the power station.

A few months later, thousands of families evacuated from the to-be-flooded area moved into new houses all at once.
