It is his celebrated work "The Status and Role of the County in Socialist Construction" made public on March 18, Juche 53 (1964).

In the work, he gave an overall exposition of problems arising in hastening the socialist rural construction and comprehensively developing the local economy by enhancing the role of county as an all-embracing unit for the development of local economy and as a base for economic ties between towns and the countryside.

Thanks to his energetic ideo-theoretical activities, the status and role of a county in the DPRK was perfectly clarified to provide a powerful ideological and theoretical weapon for making a great leap in socialist construction.

Later, he continued his field guidance and wisely guided the work to further enhance the status and role of county by developing the local industry with a county as a unit and strengthening the economic and commercial ties between towns and the countryside and the direct production ties between industry and agriculture with a county as a base.

The role of county has been remarkably strengthened and the material and technical foundation for the rural economy and local industry further consolidated in the country under the wise guidance of the respected Comrade Kim Jong Un who is adding luster to the great exploits of President Kim Il Sung and Chairman Kim Jong Il.

A brisk work is going on to renovate in a balanced way the appearance of cities and counties suited to their regional characters like Samjiyon City radically turned into a model of mountain cultural towns.

Every county sets a proper and distinct development strategy to make an effective and rational use of its own geographical advantage and natural resources and develops its local economy.

True to the Workers' Party of Korea's idea and line of attaching importance to and strengthening the cities and counties, each city and county are striving to further spruce up their localities.
