It contains 106 works including speeches, talks and conclusions made by the President from September Juche 37 (1948) to January Juche 38 (1949).

The works deal with the tasks and ways for strengthening the Party cells, the lower-echelon organizations of the Party, and developing the Party organizationally and ideologically. They clarify the idea of prioritizing the interests of the people and devoting oneself to preserving them.

They also specify the idea of heightening the revolutionary vigilance to cope with the situation, intensifying the combat and political training of the Korean People's Army and augmenting the military muscle of the country by consolidating the material and technical foundations of the ordnance industry.

They elucidate the idea of steadily enhancing the teachers' politico-ideological level and scientific and theoretical qualifications and improving the education contents and methods so as to train students to be reliable cadres of new Korea.

They also give perfect solutions to the theoretical and practical issues in the building of a powerful independent and sovereign state. They include the issue of inspiring all members of the working people's organizations to the struggle for democratic construction, the issue of bringing up the sons and daughters of revolutionary martyrs to be the country's finest officials and the issue of implementing the people-oriented public health policy.
