For the whole period of the socialist construction, our Party has dynamically stepped up the political, economic and cultural construction with the cities and counties as regional hubs and wisely led the struggle for achieving the comprehensive prosperity and development of the country by getting rid of the distinctions between the working class and peasants, between industry and agriculture and between cities and rural villages, says the article, and goes on:

President Kim Il Sung and Chairman Kim Jong Il clarified the importance of the position of counties in the struggle for socialist construction and improvement of the people's living standard and gave clear-cut solutions to the theoretical and practical issues arising in enhancing the role of counties. They also wisely led the work for the development of cities and counties through their ceaseless field guidance.

Thanks to their energetic guidance, solid material and technological foundations for the development of rural economy were laid and remarkable progress witnessed in the improvement of the people's living standard.

If all cities and counties successfully tap the topographic benefits and natural resources to the maximum from the mountains and seas in their areas, they can develop their economy as befitting their regional characters and steadily improve the livelihood of the local people without much help from the state.

When we strengthen the cities and counties, the overall work of the Party and the state will go well and the victorious advance of the Korean revolution will be accelerated.
