Kim Tok Hun Inspects North Phyongan Province
Pyongyang, April 27 (KCNA) -- Kim Tok Hun, member of the Presidium of the Political Bureau of the Central Committee of the Workers' Party of Korea and premier of the Cabinet of the Democratic People's Republic of Korea, inspected the agricultural field in North Phyongan Province.

He looked round organic compound fertilizer factories, several co-op farms and farming material exchange agencies in Nyongbyon, Pakchon, Thaechon, Unjon and Kwaksan counties and Jongju City.

At the organic compound fertilizer factories he stressed the importance of producing and applying a great amount of quality organic compound fertilizer to achieve this year's goal for grain production. He called for giving precedence to procuring raw materials and promptly sending fertilizers fully commensurate with technical specifications to farms.

He cited the necessity to enhance the role of the functionaries of primary organizations of farms so that the advantages of the field-responsibility-system are fully demonstrated within the framework of the sub-workteam management system, and to tend seedbeds in a scientific and technical way based on last year's farming experience and lesson.

He mentioned the need for the officials to take the viewpoint that a key to high-yielding lies in scientific farming, and to lay material and technical foundation for ensuring secure grain production through quality-guaranteed river improvement and dredging while actively drawing on advanced farming method to low-yielding fields.

The consultative meeting held on the spot discussed the technical issues for agricultural guidance officials in the province to take transparent ideological standpoint to devotedly carry out the Party policy, provide responsible farming operation and command for implementing the decisions made at the 8th Congress of the Party and the 2nd Plenary Meeting of the 8th Central Committee of the Party and to ensure timely supply of farming materials.
