The ARF was an anti-Japanese national united front organization which comprised the broad sections of anti-Japanese patriotic people aspiring after the liberation of Korea.

At the meeting, the President clarified the significance of the ARF foundation, the nature of the ARF and main contents of its programme and set forth a task for rallying all Koreans into one under the banner of the ARF. And "The Ten-Point Programme of the Association for the Restoration of the Fatherland", "The Inaugural Declaration of the Association for the Restoration of the Fatherland" and "Rules of the Association for the Restoration of the Fatherland", worked out by him, were made public.

The content of the inaugural declaration is that if the 20 million Koreans are united as one in mind to turn out in the anti-Japanese national liberation front, those with money offering money, those with food giving food and those with skills and wisdom devoting skills and wisdom, the Japanese imperialist aggressors will be annihilated and the liberation and independence of the Korean nation will be achieved. This idea stirred up all the participants in the meeting.

On this basis, the President founded the ARF on May 5, 1936. And he was elected as the chairman of the ARF in reflection of the unanimous will and desire of all the Korean people.
