It contains 96 works such as speeches, press statements and concluding speeches made by the President from February to July, Juche 38 (1949).

The works deal with inevitability and significance of merging the workers' parties in the north and south of Korea which are militant vanguard and guiding forces of the popular masses, immediate tasks of the Party and important tasks for strengthening the unity and cohesion of the Party.

They comprehensively clarify the revolutionary policies for building a regular army like putting great efforts on intensifying political and ideological education among soldiers as required by the prevailing situation and expanding the forces of all arms and services, and outline the tasks and ways for independently developing the national economy.
