Going round different units of the agricultural sector in South Hwanghae Province including the co-op farms in Jaeryong and Sinchon counties and the organic compound fertilizer factory, he called upon officials and agricultural workers to deeply cherish the idea and spirit of the new programme for the socialist rural construction set forth at the 4th Plenary Meeting of the 8th Party Central Committee and give full play to their responsibility and strenuous efforts as befits the masters of the biggest agricultural province in the country.

He called for consistently adhering to the scientific farming-first idea for sustained increase in the agricultural production, carpeting the paddy and dry fields with good-quality manure in view of successes, experiences and lessons made last year and decisively increasing the fertility of soil by boosting the production at the organic compound fertilizer factories so that South Hwanghae Province would take the lead in agricultural production this year.

At the Pyongyang Kim Jong Suk Textile Mill, the Pyongyang Garment Factory and the Pyongyang Bag Factory, he called upon officials to meticulously organize and command the current production while paying primary attention to satisfactorily producing and supplying school uniforms and things to the students across the country, true to the noble intention of the Party Central Committee to put the party's and state's biggest efforts to the work for posterity.

The field consultative meetings discussed the issues of mapping out this year's realistic and detailed plans for rural construction and farming processes and carrying them out in cities and counties of South Hwanghae Province and the issues of providing in time raw and other materials needed for producing school uniforms and bags.
