Kim Tok Hun, member of the Presidium of the Political Bureau of the Central Committee of the Workers' Party of Korea (WPK), vice-president of the State Affairs Commission of the DPRK and premier of the Cabinet, guided the meeting.

Attending it were members of the measure committee. Present as observers through video-conferencing were leading officials of ministries and national institutions and chairpersons of provincial, city and county people's committees.

The meeting reviewed last year's work including the project for recovery from flood damage, the work of putting natural disasters under control and the performance of the members of the measure committee.

Reports made there analyzed and reviewed the successes and shortcomings in the work of overcoming natural disasters together with their causes, including the recovery from flood damage conducted last year to carry out the important task set forth at the 3rd Enlarged Meeting of the Political Bureau of the 8th WPK Central Committee.

Also informed was the fulfillment of tasks assigned to the members of the measure committee for strengthening the state crisis control system.

The meeting stressed the need for all the officials to ensure the scientific accuracy and promptness of the state crisis control system and meticulously organize the work to rapidly cope with various kinds of disasters by thoroughly implementing the decisions of the 4th Plenary Meeting of the 8th Party Central committee.

The measure committee assigned detailed tasks to its members.
