The WPK Central Committee decided to convene the conference in order to review the work for implementing the tasks set forth at the 1st Conference of Chairpersons of Primary Party Committees and thoroughly carry out the tasks set forth at the 8th Party Congress by radically increasing the fighting efficiency of the primary Party organizations, the lower-echelon organizations and main fighting units of the Party, as required by the new era when the Korean-style socialism has entered the phase of comprehensive development.

The conference will serve as an occasion of great significance in establishing the unified leadership system of the respected Comrade Kim Jong Un throughout the Party, further cementing the organizational and ideological foundation and the single-minded unity of the revolutionary ranks and accelerating the all-people march for the prosperity and development of our great state.
